contrail-test-ci need both control-data and management interface to work in multi-interface environments

Bug Description

Some of the code in contrail-fabric-utils and contrail-test is trying to connect to control-data interface also, so unless that is fixed, test node need connectivity to both the interfaces.

This assumption need to be changed:

* All communications from test node (in fact any external system which need to talk to internal systems) should be through managemnet interface.
