Bug Description

Config and control node changes to allow communities for network static
routes are tracked via bug 1549465. This bug tracks UI changes for the
same.

Need the ability to configure a set of communities for network static
route. The functionality and schema are identical to that for interface
static route. IOW, the community-attributes field in RouteType needs to
be populated with the configured community values.
