Bug Description
Agent uses the iip objects mode params to determine ECMP or not

And service monitor sets the mode based on service instance's ha_mode property

However the ha_mode property is deprecated for Port-Tuples with 3.0 so v2 shouldnt be depending on the same to set iip mode.
