Bug Description
Searchlight functional tests need to run on zuul. Right now they only run manually. In order to get them to run, we need elasticsearch to be installed on test nodes.
tox -e py34 searchlight.
These tests attempt to start elasticsearch using the command 'elasticsearch'. If elastic search is not present they do not run.
So right now, they have to be run manually by reviewers on their local environment.
