Bug Description
I had MAAS 1.10 working just fine and then upgraded to 2.0. I found out that dhcpd was disabled. I had to enable it form the VLAN page.

I think I see what the problem is. The conversion happens in src/maasserver/ rpc/rackcontrol lers.py: 60 we set the primary_rack controller to what the NodeGroup used to be but we don't actually set dhcp_on = True.
