Windows install not working if Users\\[username] has non-english characters

Bug Description

If the username of Windows (7, but very likely reproduceable in later versions) includes non-english characters, such as scandics, the first start of the OpenShot fails to launch, and further startups fail to create [?] the directory in the "Users" folder, and therefore rendering the software un-usable, as said folder can not be renamed to not include the illeagal characters after a username is created. Personally I wouldn't mind omiting the creation of files in the "Users" folder by creating the files in the installation folder, as then the default files and folders would refer to the drive installed, that may differ from the system drive.

Version 2.0.6, Windows 7 32bit, cyrillic symbols in path -- same effect. As workaround - edit info.py in classes, there can be set another path or some path translation.
