Bug Description
Perestroika can't deal with CRs created before HCF and updated after it.
For CRs before HCF publisher doesn't create `proposed` distribution.
+ reprepro --verbose --basedir ${release} --dbdir +b/${release} --outdir ${release}/public/ --distdir ${release}
