Persistent login no longer working in OPAC

Bug Description

Version: master, most likely since bug #1468422 was merged

When using a persistent login in the OPAC, the user is automatically logged out and prompted to re-enter authentication information.

You can replicate this bug using the following steps:

Go to the catalog and click the My Account link.

When logging in, place a checkmark in the "Stay logged in?" checkbox

Sometimes, the initial login attempt doesn't work, and you need to re-enter your credentials. If the initial login does work, click Account Preferences. The system will re-prompt you to enter your login credentials.
