Bug Description
In MySQL (and MySQL compatible datastores) the full user name is the name and the host. User operations currently use only the name and this works because the host '%' is assumed.
However, if the host is a restricted host like an IP address then the user operation will fail because only the user name is being used and the host is being defaulted to '%'.
For MySQL a fully qualified name and host is required for User operations.
