Bug Description
We have x509keypair datamodel to store keypair in magnum db when cert_manager is local.
The current is code is copied from Barbican, so it stores keypair in file. We should change it to use x509keypair.

I want to remain local_cert_manager which stores cert to local directory, so please add db_cert_manager for this purpose.
