Swift developer docs don't highlight differences with OpenStack

Bug Description

Somewhere as part of the initial onramp to successful Swift contributor you'll need to get a few things cleared up because of some confusion that may come from broader OpenStack documentation:

* irc all the time - all the time; you're lost without it
* devstack - we don't use it; not generally useful to swift development and in some cases deficient - maybe keystone
* blueprints - never use them; ever; what are they? we don't know.

Agreed, I think we can expand on CONTRIBUTING.md and https://docs.openstack.org/swift/latest/first_contribution_swift.html needs a nice cleanup, as some of the info there seems to be just a duplicate of CONTRIBUTING.md and some other is just stale info.
