[upgrade][8.0] Ubuntu bootstrap contains not valid ssh keys in authorized_keys

Bug Description

Bootstrapped node is unavailable by ssh because it contains invalid public key. We should rebuild ubuntu bootstrap after restoring ssh keys

For version 7.0, alternative solution to the same bug is proposed as a separate command in fuel-octane:

Since in version 7.0 the Ubuntu bootstrap is not used by default, user will need to rebuild it by hand after restore of the Fuel 7.0 Master node. This should be added to the Backup/Restore documentation.

Verified on latest octane package - upgrade process includes rebuilding of the image
