Cannot unmaximize gnome-terminal

Start gnome-terminal on the default Unity desktop.

Click either on the window decoration's maximize button, or press F11 to fullscreen. Perform the same again to come back from maximized/fullscreen state.

Notice that the window doesn't get back its previous size, it only shrinks a little bit, remains almost maximized.

I'm quite certain Wily wasn't broken, Xenial introduced this behavior.

It's reproducible with gnome-terminal as well as roxterm, and also the two vte test apps (./src/vte-2.91 and ./src/testvte after compiling vte's source), even with older versions of vte (I've tried 0.38). So the regression is not in gnome-terminal. I suspect either Unity or Gtk+, or a weird combination of the two.
