[UI] SI: Even if there is no VMI for the VN, then also user should be able to create SI without port-tuple

Bug Description

Currently if there is no VMI for this VN, then we do not list that VN in the VN list while creating SI using v2 template, but user should be able to create that.

Workaround: Create a port on this VN to get populated in drop down list of VN.
