non-cataloged types always appear in circulation drop down

Wishlist:

Non-cataloged types in config.non_cataloged_type are shared between the non-cataloged types that are used in circulation and in-house use. A boolean value in the table allows you to select if they show up in the in-house use drop down but they will always show up in the in the non-cataloged type drop down in the circulation window even if they don't make sense there. Some libraries have used the in house use statistics to record things like daily visits and would rather they not show up in the circulation window.

I'd like to create a new boolean value for circulation with a default value of true that would determine if it shows up in that drop down.

I'm curious about the idea though. I imagine this is beyond the original intended scope of non-cataloged types but it has been a useful feature for some libraries.
