"Add new monitor button" does not work. I press it but nothing happens. Why?

If you have user authentication turned on, and your user doesn't have rights to add monitors, then the button is greyed out and does nothing.

This is not a bug, but a user configuration error. Please go to https://forums.zoneminder.com/ for assistance.

The point is that i do not have user authentication turned on and i have never created any user account for zoneminder on my system. So it might be a bug.

Having a very similar issue on v1.30.4 installed in a very vanilla Ubuntu 17.10 system from the package manager. Button is not greyed out, nothing has been set up inside ZoneMinder yet, all other buttons seem to work.
