Vcenter: svc-monitor status remains failed across reboots

With R3.0, looks this is new issue introduced because during R2.21.x releases, during fresh-install we do see this same svc-monitor failed tracked through Bug# 1506687 but which comes up fine after reboot of controller. But In R3.0 even after reboot of controllers this stay failed and so opening for tracking this never recovering issue(new-bug)

For vcenter-only mode, service-monitor is not needed and not provisioned.
The issue is only a contrail-status display, which happens due to some files being installed, fixing it on mainline.
