Bug Description
Couchbase currently exposes the Trove's administrative user in root-enable.
It should create and return a new user while keeping the Trove's admin secret.

This turns out to be invalid. Couchbase as of 3.1 has only a single Administrator user. This is the user to be returned from root-enable.
Later versions of Couchbase extend user management and (4.5 adds RBAC) and may allow for multiple administrator users.
