No prompt before deleting toolbars

Bug Description

Versions: Any Evergreen as of 2.9.2, others N/A

When looking at the Custom Toolbar editor, there is no confirmation required before deleting a toolbar. This is a problem if you accidentally double-click (because the next toolbar becomes highlighted, and now you've deleted 2 of them) or something similar.

To reproduce (on a test server):
Open Admin menu, Workstation Administration, Toolbars, Configure Toolbars
Click Delete Toolbar
It's gone.

I don't know what the plans are re: if/when for web client toolbar customization, but this bug can act as a reminder for when that time comes; I don't know that it's worth fretting over the XULRunner client at this point.

Confirmed in 2.9.1 - no confirmation on toolbar deletion.
