SM Lite Provisioning fails due to service nova-api not starting under supervisor

Bug Description

The SM lite provisioning including CI SMlite jobs fail as nova-api service which was previously being explicitly stopped is now being pre-empted from running in preinst of contrail-openstack package.
This has a knock on effect on SM provisioning as services are running at the time of contrail-openstack install.

Closes-Bug: #1549612 - Reintroducing explicit stopping of openstack services before supervisor-openstack takes over

This is necessary as supervisor-openstack is unable to take over running services.
Previous change introduced override files in contrail-openstack package which have no effect on SM provisioning due to different install order
