In Plank, when I click an app icon which has multiple windows open, the last used should be raised to the top.

Bug Description

Asked originally on Quora, at least one other user is affected:

https://www.quora.com/Is-it-possible-on-elementary-OS-Freya-to-make-it-remember-what-window-I-was-using-last-when-clicking-on-a-Plank-icon

"""
Is it possible on elementary OS Freya to make it remember what window I was using last when clicking on a Plank icon?

When there are more than one windows open of an app, I see two blue dots below its icon on Plank.
When I click the icon, I'd expect the last used window of that application to gain focus.
What happens instead, is all windows come forward, and an arbitrary window of them gets focused, not the last used
"""

Plank 0.10.1
elmentary OS Freya 0.3.2
WM: Gala

I can also attach visual proof (e.g. video recording) if requested, but I am hoping that this is a widespread-enough and known-enough issue that such is unnecessary.

I'm also willing to take a stab at implementing a fix but first wanted to get in touch here.
Would you be willing to take a pull-request if I do go ahead?

I had got to the point of thinking, 'Finally! A dock that can replace the aging Cairo-dock!' To get that far, I'd have to download and compile and install the source code, and there could have been clearer instructions for that. *But* then I find that Plank cannot really distinguish between multiple instances of the same program, and cannot launch new instances. I find this pretty depressing. It makes the dock pretty much unusable. Fix?

An edit to my previous comment: ah, I have discoverd that middle-clicking an icon (tricky with a touchpad . .) will launch a new instance of a launcher, as will ctrl-N (though, on my Mint system, the latter opens the Nemo file manager at an address called 'x-nemo-desktop:///'!). I discover also that right-clicking a launcher with multiple windows open shows a list. I've read also that Plank behaves differently on Elementary, which is the distribution to which it belongs. All in all: sorry if I have hijacked this bug report (though I do think the functions I have described could be made more evident to users).
