Bug Description

Since we use the master branch for a fuel-plugins repo, we need to use a right package version for plugins created at master node.

Should add a `--package-version <version>` argument when a plugin template is created

For Fuel 8.0 tests version should be 4.0.0

For Fuel 9.0 tests parameter should exist but should be omitted to lets FPB builds a last master version and it should be 5.0.0

    Add package version to plugin create func

    Since we use master for a cloning and setup FPB
    we should introduce a new argument for a creating
    function. This should be undefined for Fuel 9.0 to
    let FPB builds default 5.0.0 version.
