UCA changes in Mitaka

Some changes are happening in UCA / Mitaka:

1) Package renames

neutron-plugin-openvswitch-agent -> neutron-openvswitch-agent
neutron-plugin-linuxbridge-agent -> neutron-linuxbridge-agent
neutron-plugin-sriov-agent -> neutron-sriov-agent

Transitional packages are included for upgrades (so the old package names will still work), but the name of each service no longer includes '-plugin'.

2) Dropping of ml2_conf.ini on config-file path for agents

Last cycle we included both the ml2_conf.ini and associate agent ini file for each daemon as startup arguments to help upgraders deal with the transition to agent ini files; ml2_conf.ini has now been dropped.
