Bug Description
When user installs Neutron with DVR support, Ironic conductor still doesn't use DVR.
With DVR, L3 forwarding and NAT are distributed to the compute nodes. This means that with DVR every compute node needs to act as a network node, that provides both L3 and NAT.
Currently we have limitation that Ironic conductor doesn't use DVR. Also DVR router is not connected to baremetal network.

Does it make sense to use DVR for Ironic at all?
Unlike with VMs running on compute nodes, we run only so many ironic-conductor's in a cluster. Placing DVR routers on these nodes would be no different from having separate "network nodes" we had before DVR.
In other words, I don't see benefits of using DVR here:
1) no performance gain, as traffic still goes via ironic-conductor node
2) ironic-conductor node becomes a SPOF for all baremetal networks, using it
