The current Quobyte Manila driver uses dict construction within method calls which is not recommended (see http://docs.openstack.org/developer/hacking/#calling-methods).
Refactor this to conform to hacking rules.

Minor optimization and formatting corrections in Quobyte driver

    Removes a superfluous rpc and improves readability of method calls
    with complex parameters (see
    http://docs.openstack.org/developer/hacking/#calling-methods ).
