Pop up only open in New Window - stays on top

Previous version (4.3) allowed popups in New Tab, current version allows New Window only. Window opens full size and stays on top.

Side Note - this site causes Pulse Audio to set at -60

I use your browser for streaming music, the pop up problem occurs on other pages as well.
