No text console after X started (fglrx in play)

Bug Description

Since updating to 15.10, switching to VT1...6 (ctrl+clt+FX) just results in a black screen, backlight on, no cursor.

There is also NO text based shutdown log when shutting down. 14.04 used to switch to text mode on shutdown and show whats happening.

Switching back and forth between text and X is also dead:
ctrl+alt+f1 black screen
then ctrl+alt+f7, backlight turns off for a sec then black screen again, no cursor
ctrl+alt+f12 black screen too
then ctrl+alt+f7, ctrl+alt+del does not reboot, power button does not shutdown, caps lock still works

As per http://h20564.www2.hp.com/hpsc/swd/public/readIndex?sp4ts.oid=5212854&swLangOid=8&swEnvOid=4158 an update to your computer's buggy and outdated BIOS is available (F.62). If you update to this following https://help.ubuntu.com/community/BIOSUpdate does it change anything?

Please note your current BIOS is already in the Bug Description, so posting this on the old BIOS would not be helpful. As well, you don't have to create a new bug report.

Once the BIOS is updated, if the problem is still reproducible:
1) Please provide the output of the following terminal command (not perform an apport-collect):
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
2) Please make a comment specifically advising on if there was an improvement or not.
3) Please mark this report Status New. If it's not reproducible, please mark this as Invalid.
