This is really the same bug as https://bugs.launchpad.net/horizon/+bug/1457028 except that it's for the NG launch instance dialog.

    Trust sql middleware value conversion and stick to the spec type.

    We had a fix for this for the standard launch instance dialog:
    I2c5bc22c2e024e22ad641d2b367fa3de2dd7636b

    But NG dialog was forgotten.
