Bug Description

XtraDB in 5.6 added a patch to bump server activity by change buffer merge (https://blueprints.launchpad.net/percona-server/+spec/xtradb-cleaner-srv-activity-fixes). This was done in order to make cleaner thread handle change buffer merge correctly instead of performing idle-server flushing. This worked, however change buffer merge itself was broken: since a merge bumps server activity, the InnoDB master thread considers the server to be active and requests merge at 5% not 100% of I/O capacity, resulting in a very slow merge on an idle server.
