Cannot Access Top-Panel or Unity Launcher While Zoomed

I have the zoom feature setup so that when I "hold down the shift key and scroll my mouse" it zooms in and out:

Anytime you zoom in (to any degree), Unity's launcher and top-panel become inaccessible until you zoom all the way out again.
