Bug Description

Binary package hint: update-manager

install startup manager deb and then do the auto update that will be required.
Sortly after this adapte will ask you to upgrade to the final edition of 7.10 Kubuntu.
Do the upgrade to see what will happen and alittle into the second fazes of the upgrade it will fail and say that you are already up to date which is good. (the bug isn't the failure to upgrade it is the false flag to upgrade at all)

I have 7.10 final or so it said on the download page

same here. After installing the one new package to a clean install 7.10 kubuntu update manager wants me to upgrade to 7.10. After some eror message it tells me I'm fine, everything is to to date. However, um doesn't seem to know what version it is running on.
