bind9-host 9.10.X should not depend on bind9 (named)

Bug Description

In Xenial -proposed, bind9-host 9.10.3.dfsg.P2-3~ubuntu1 depends on bind9. It wasn't the case with version 9.9.5.dfsg-12.1ubuntu1 and I believe the old behavior is better.

There are several libraries that were misdelivered in the bind9 package instead of the correct lib$FOO package. I'm planning to have this fixed in -4.
