[3.0-2713] UI, Getting an error "At least one of source or destination addresses must be 'local'" while creating security group name with Tilde symbol

Steps to repro:
------------------------
1. Create a security group with the special character (~ tilde) name. ex. sec~
2. Create one more security group and choose the address as first security group(sec~) which we created. Then save it.

Getting an error "Error: At least one of source or destination addresses must be 'local'". This issue is seen only if we point security group which has the name with special character tilde.
