[3.0-2713] UI, Tilde symbol is not supported in Policy

Bug Description

Steps to repro:
----------------------
1. Create one policy with symbol tilde. Here I have created pol~.
2. Create one more policy with the name polwith~
3. Then choose "pol~" as source and destination and save it.
4. Then again click on edit for the policy polwith~. If you check the source and destination it is showing wrong policy "pol/" which is not even created.
5. It will throw an error "Error: Policy should have valid Policyrules." when you save.

But I didn't see any console messages.

Resolved Special Character issues in Policy, Security group pages

Issues detail descriptions

1)UI, Tilde symbol is not supported in Policy
2)UI, Need a support for the special character comma in policy and security

3)UI, Getting an error "At least one of source or destination addresses must be
'local'" while creating security group name with Tilde symbol
