Bug Description

Currently SRIOIV provisioning is available onky in fab . Need to have SRIOV provisioning support in SM

Testbed,py snippet

env.sriov = {

Add sample json files

Testing:
Provisioned and testbed by launching a SRIOV VM and seeing the vland id
for the VF interface.
