naviseccli commands not timeout when SP rebooting

Currently, the naviseccli commands don't timeout after more than 900 seconds when the SP is not reachable (like: under rebooting).

After some discussion, we plan to set the commands to timeout, and set the timeout value to 200 seconds.

In the fix, just add -timeout option to all naviseccli commands.

This issue was fixed in the openstack/cinder 8.0.0.0rc1 release candidate.
