Turn on case-insensitive tab completion in Terminal by default

Bug Description

Having case-insensitive tab completion in the shell is quite convenient, and fits nicely with the elementary ethos of being friendly by default. To do this, add "set completion-ignore-case on" to the default /etc/inputrc.
