As part of GET on an app (GET /v1/apps or GET /v1/apps/<app-id>), we need to display scaling related information for an app. Specifically, we should at least show the target number of instances requested to be deployed as part of the 'app scale' command.

    Updating app get display to display 'target_instances'

    An app may be specified to be scaled using 'app scale' command.
    This patch will display the requested target number
    of instances for an app, if a scaling target is present.
