sm:provision fails in 2.21 build 25 with { "return_code": 9, "return_data": null, "return_msg": "KeyError('database_dir',)" }

1) install the SM 2.21 build 25 package on the server
2) run the setup.sh --all to get the SM up
3) Make sure, SM is up on 9001 port, Iniitaiate a reimage of ubuntu 14.04
4) Reimage successful
5) Initiate a provision, observer that it fails with sm:provision fails in 2.21 build 25 with { "return_code": 9, "return_data": null, "return_msg": "KeyError('database_dir',)" }

This is due to using json files in new parameter format which is not backward compatible with R2.21.x
