actual result:
Fails:
1. vCenter: Launch instance
2. vCenter: Check network connectivity from instance via floating IP
with error on step "Create an instance using the new security group."
BadRequest: The requested availability zone is not available (HTTP 400) (Request-ID: req-6c8a2a42-

expected result
All OSTF passed.
steps to reproduce
1. Deploy cluster with controller and compute-vmware.
2. Update Host Aggregates.
vcenter1 vcenter1 vcenter-vmcluster1 availability_
vcenter2 vcenter2 vcenter-vmcluster2 availability_
3. Run OSTF.
