Still desync in bzr7824[lock_game_logic]

Bug Description

testing bzr7824[lock_game_logic] TinoM and I found that after loading wl_autosave_00.wgf (to be attached).
We let the game run at 5x Speed for about 15min game time, all was fine.

We then restarted and I started building more buildings but it then desynced after
a few minutes. I was using 25FPS Timo someting about 3xFPS.

I think this was fixed even before the release of r19 lets close this one
