I confirm it happens with latest BIOS.

It's reproducible but not under full controll, most often it happens if on loaded system playing YoutTube wideo and switching fullscreen on or off. I think this info along with stacktrace should be sufficient to enable necessary logging, then I can contribute to debug it further.

Why this has importance low ?
"A problem with an essential hardware component " , "Impacts accessibility of a core application" -> High
"Crashes the entire operating system" -> Critical
The only circumstance for making it l"ow" is uncommon hardware, but I wouldn't agree as it's laptop with native Ubuntu support and it's userbase is greather than for other devices http://www.dell.com/us/p/xps-13-9343-laptop-ubuntu/pd
So please at least set an average of those importances.

Bartłomiej Żogała, in order to allow additional upstream developers to examine the issue, at your earliest convenience, could you please test the latest upstream kernel available from http://kernel.ubuntu.com/~kernel-ppa/mainline/?C=N;O=D ? Please keep in mind the following:
1) The one to test is at the very top line at the top of the page (not the daily folder).
2) The release names are irrelevant.
3) The folder time stamps aren't indicative of when the kernel actually was released upstream.
4) Install instructions are available at https://wiki.ubuntu.com/Kernel/MainlineBuilds .

If testing on your main install would be inconvenient, one may:
1) Install Ubuntu to a different partition and then test this there.
2) Backup, or clone the primary install.

If the latest kernel did not allow you to test to the issue (ex. you couldn't boot into the OS) please make a comment in your report about this, and continue to test the next most recent kernel version until you can test to the issue. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this issue is fixed in the mainline kernel, please add the following tags by clicking on the yellow circle with a black pencil icon, next to the word Tags, located at the bottom of the report description:
kernel-fixed-upstream
kernel-fixed-upstream-X.Y-rcZ

Where X, and Y are the first two numbers of the kernel version, and Z is the release candidate number if it exists.

Hello
During installing of this kernel I'm getting:
W: Possible missing firmware /lib/firmware/i915/skl_guc_ver4.bin for module i915
But I can't get rid of this module as suggested in https://wiki.ubuntu.com/Kernel/MainlineBuilds because i915 is most probably related to this bug.

Hello, checked today, still exists in mainline linux-image-4.5.0-040500-lowlatency_4.5.0-040500.201603140130_amd64. Not sure if properly tagged release candidate number.
Steps to reproduce: Open chromium browser with arround 30 tabs, open new tab with YouTube(HTML5 not flash in my case), open new window, also with Youtube. Do a lot of entering/exiting full screen mode, screen should hang in less a minute.
In oppisite to 4.2 kernel I'm able to fully reboot with 4.5 through SSH. In 4.2 it started shutdown and hanged at some stage requireing hard reset.

Present in drm-intel-nightly current (15.03.2016). In fact it goes to hang state even faster- in one of the first window opened in windw manager

For the record: I had exactly this problem in my Lenovo X250 in late April. Basically forcing be to reboot at least every second day. After upgrading to 16.04 the problem has not been seen again.
