Bug Description

Test manila_tempest_tests.tests.api.admin.test_export_locations.ExportLocationsTest.test_get_share_export_location_by_member tries to get admin export location using member client. But should not. And it fails correctly.

    Fix tempest test for export locations API

    Do not try to get admin export location using member client.
    This bug appeares only when admin export locations exist.
    This bug is blocker for implementation of admin export locations by
    share drivers.
