Bug Description

We need to update our devstack plugin to avoid installation issues in future.

The KEYSTONE_CATALOG_BACKEND is deprecated and will be removed in Newton dev cycle.

    Remove KEYSTONE_CATALOG_BACKEND variable usage

    - According upstream movement, we need to update our devstack
    installation to avoid deployment failures.
