Bug Description

In a set of recent changes to support devices which have no modem, but do have GPS & HERE servcies enabled:

 - System Settings now tries not to display 'cellular' options
 - Location service has a hard dependency on ofono starting (bug #1544712)

The correct behaviour is for location services to function, and system settings to not display 'cellular' options.

In the medium term, ofono will be disabled on devices like this: bug #1544210
