neutron-plugin-mlnx-agent fails on start/stop

Running /etc/init.d/neutron-plugin-mlnx-agent (coming from package neutron-plugin-mlnx-agent) fails on Fuel 8.0 with python networking mlnx and eswitchd (http://www.mellanox.com/repository/solutions/openstack/liberty/ubuntu/14.04/).

Seems like the problem is with the call of init_is_upstart of /lib/lsb/init-functions in the service init script.

'sed -i s/neutron-plugin-mlnx-agent/neutron-mlnx-agent/g /etc/init/neutron-plugin-mlnx-agent.conf' solves it. the bug is with the names in /etc/init/neutron-plugin-mlnx-agent.conf

Retargeted to 8.0-updates as there is no fix on review and no steps/conditions to reproduce

Won't Fix for 8.0 since it is not supported.
