fuel-web nailgun folder content should be in the root directory

Bug Description

In the nailgun directory, we can find setup.py, MANIFEST.in and such. This type of files should live in the root directory, not on a subfolder, otherwise distribution package maintainers have to manually do stuff instead of relying on the normal automation provided for example by the dh auto-sequencer.

Moreover, it would be nice to have the javascript content separated from the root folder of nailgun. For example, it would be nice to put the below files in a separate folder, not within a mixup of python and JS stuff:
- gulp
= gulpfile.js
- karma.config.js
- npm-shrinkwrap.json
- package.json
- webpack.config.js
