Bug Description
Found on 8.0-RC1 ISO and 0.9 plugins
Steps to reproduce:
1. Deploy environment with plugins
2. Add/delete one node and re-deploy environment
Actual result:
There are duplicate links for plugins UI in Dashboard tab

The issue is encountered because the primary-
2 (overkill) possible solutions:
* check Nailgun API to see if the link is already created before creating it, but we need to authenticate against Keystone (running on Fuel master) and don't have credentials from nodes
* store the information on the plugin backend (eg mysql/influxdb/
however, the issue could be also be mitigated, I test this and report result here.
