Worker tables are broken after a service has been deleted

Bug Description

Tested with MOS 8 RC1.

See attached screenshot.

The fix is to remove fill(0) from the InfluxDB query.

    Do not fill(0) for service state details

    This concerns Nova, Cinder and Neutron services.

    This patch fixes also:
    - copy/paste error with measurement names
    - add environment filter in raw queries
