[docs] Put known Ceph OSD placement issues to the Fuel ref. arch

There are bugs like https://bugs.launchpad.net/fuel/+bug/1543718 when one places ceph-osds to controllers and kills a system by a death choking. This architecture limitation has to be covered either in *each* release notes or in the reference architecture once and for all.

The 7.0 release-notes is now missing the "Known storage technologies issues", see for example the 6.1 notes there the limitation presents https://docs.mirantis.com/openstack/fuel/fuel-6.1/release-notes.html#storage-technologies-issues.

Describe Ceph OSD placement limitations in the ref. arch

Move the known placement limitation from release notes
to the reference architecture as well.

[planning_guide] Add a warning about Ceph OSD

This patch:

- adds a warning about Ceph OSD to the Storage subsection
  of the Intro section;
- removes the deprecated 0010-overview.rst file from the
  reference-architecture folder as its content was moved
  to Intro of Planning Guide (and the file was not cleared
  up after restructuring).

Removing the 'release-notes' tag as the issue was described in RN8.0 and the warning was added to the Planning Guide. Please feel free to re-add the tag if we still have to describe this issue in RN9.0.
